3. Meeting called to order: 7:15 p.m.
4. Article 18 - Unpaid Bills (Board of Health) - Health Resources
Marilyn Mathieu appeared. There is one unpaid bill. $79.00 to Health Resources. This is a bill for pre-employment physicals.
Joseph Collamati/Roland Lavallee motion to recommend paying Health Resources $79.00. Funding: Free Cash. VOTE: 6/0.
5. Article 5 - Capital Outlay (under $50,000) - Library (Closed Circuit Security System)
Russell Lafond, Chairman & Bernadette Rivard, Director appeared. They are asking for a Security system to be installed at the Library for the amount of $7,000. Because of loitering, numerous damage and inappropriate conduct by some students, the Trustees believe they need the system. They think it will be a deterrent. The police department does not have the School Resource Officer (SRO) any longer. The Police Chief and Town Administrator agree that this would be a worthwhile acquisition. The System would provide:
Digital camera (3 exterior and 4 interior)
DVR
19: Monitor
Installation is included in the cost.
The tape would hold up to 30 days, they could write to a DVD.
Maintenance costs would be absorbed by the Library budget. This would have to go out to bid.

6. Article 15 - Bylaw Amendment - Public Consumption of Marijuana or Tetrahydrocannabinol (Police Chief)
Chief Daigle appeared. This Article was approved by the 2009 May Town Meeting. The Attorney General ("AG") rejected this Bylaw because the vote for the fine was "not-to-exceed" $300.00) and the AG is requiring a set fine amount, which is now proposed to be $300.00).

7. Article 5 - Capital Outlay (under $50,000) - Police
Jail Cell Repairs
Requesting $7,500.00, per the quote from Franklin Glass Company, Inc. this is the approximate cost of replacing the Lexan panels in 3 jail cells, which includes cutting, notching, drilling & seaming.
Roland Lavallee/Carol Dill motion to recommend $7,500 for the Jail Cell Repairs. Funding from Free Cash. VOTE: 6/0.
1 Marked Cruiser
Amount requested $32,000. The cost includes a fully equipped vehicle. This car will replace the oldest one, which will then be used by a Town department.

8. Article 5 - Capital Outlay (under $50,000) - Fire Department
Copy Machine
Chief Richard Ranieri appeared after the vote was taken. The amount requested is $5,100. This is for a new copier for the Fire Department, which includes a service contract for 1 year.
Joseph Collamati/Carol Dill motion to recommend $5,100 for the copier. Funding from Free Cash. VOTE: 6/0.
Pump for Extraction Equipment
Amount requested is $5,650.00. This if for a new pump which powers the extrication tools (Jaws of Life). Roland Lavallee asked if the current one could be traded in. The Chief mentioned that the current one's pressure is too low and it will be traded-in toward the new one.
Joseph Collamati/Henri Masson motion to recommend $5,650 for the Pump. Funding from Free Cash. VOTE: 6/0.
9. GENERAL DISCUSSION
A. Toni Picariello mentioned that the Board of Selectmen would be holding an all Boards' Meeting on September 21, 2009.
B. Marilyn Mathieu mentioned that Bellingham has not received certified Free Cash from State yet.
